Overview
About the role We currently have an opportunity for a Manager,
Environmental Permitting to join our team! As the Manager,
Enviornmental Permitting, you will work closely with project
development team members, consultants, and regulators to obtain
required environmental approvals for energy projects throughout the
United States. Candidates considered for this position will possess
a broad base of permitting experience in the state of California.
This will be a remote work position.
Responsibilities
What you will do...
- Support the development of large
energy infrastructure projects including high-voltage electric
transmission lines, substations, energy storage projects, and power
generation facilities, including the routing and siting of such
facilities
- Support the preparation of California Public Utilities
Commission (CPUC)/California Environmental Quality Act (CEQA)
compatible filings for electric transmission projects
- Supervise the preparation of environmental studies,
investigations, and Proponent's Environmental Assessments (PEAs)
for inclusion with LS Power's Permit to Construct (PTC) or
Certificate of Public Convenience and Necessity (CPCN) applications
to the CPUC.
- Perform due diligence and fatal flaw analyses related to
environmental, regulatory, and constructability issues for new
project opportunities
- Develop permitting strategy including identification of
required environmental approvals, formulation of permitting
schedule
- Negotiate the acquisition of complicated or sensitive permits
and clearances from regulatory agencies
- Develop feasible solutions to permitting challenges, and manage
permitting budgets and timelines for multiple projects
concurrently
- Solicit and review technical proposals for environmental
tasks
- Review technical reports prepared by consultants and generate
comments to ensure proper representation of scientific principles,
regulations, and project objectives
- Review engineering drawings for compliance with applicable
environmental regulations and consistency with other project
documents
- Build and maintain relationships with permitting agencies and
negotiate permit language
- Assist with the preparation of comprehensive proposals for
competitive bids
- Coordinate with other internal disciplines regarding
involvement in public relations, land acquisition, and other
project development activities
- Monitor changes in environmental regulations
- Travel occasionally to project locations and permitting
agencies within the United States
Qualifications
Our ideal candidate will have...
- A Bachelor's Degree or higher in an engineering, environmental,
or related discipline
- A minimum of 5 years' experience working in the development,
consulting, and/or regulatory sector(s) in the state of
California
- Experience in permitting energy infrastructure projects in
California (electric transmission lines, power generation
facilities, energy storage, natural gas pipelines, etc.) or other
types of large-scale projects with specific experience in siting
and alternatives analyses
- Understanding of the CPUC PTC and CPCN permitting process for
energy projects
- Experience with CEQA and the National Environmental Policy Act
(NEPA) compliance processes
- Experience with U.S. Army Corps of Engineers' Clean Water Act
(CWA) Section 10/404 permitting, Regional Water Quality Control
Board CWA Section 401 Water Quality Certifications and California
Department of Fish and Wildlife Lake and Streambed Alteration
Agreements
- Applied knowledge of the California Endangered Species Act
(CESA) and Endangered Species Act (ESA) consultations and
permitting
- Experience with project management tasks, such as preparation
and/or review of proposals; managing contracts, including
invoicing; and managing staff
- Independent work ethic/self-motivation and demonstrated ability
to manage permitting on multiple projects/transactions
simultaneously
- Excellent communication (written and verbal) and negotiation
skills with the ability to build relationships with internal staff
and external stakeholders
- Experience working as a solutions-focused team player with the
ability to collaborate effectively with a remote team
- Excellent computer skills (Excel, Word, Project, PowerPoint,
Google Earth, Adobe, GIS)
